Minor Crash Uncovers Alleged Plot to Kill Teen’s Parents

Two Stafford suspects face conspiracy charges after deputies found a notebook in a vehicle.

STAFFORD COUNTY, Va. — Two teenagers were taken into custody after a reckless driving call led deputies to an alleged written plot to kill a local couple, the Stafford County Sheriff’s Office said.

The investigation started June 16 when deputies were told a vehicle had left the roadway near Austin Ridge Drive and Cabinet Maker Drive and hit a speed limit sign. The vehicle was gone when deputies first checked the area, but it was later found at a Wawa on Garrisonville Road.

Deputies detained 19-year-old Louis Conely and a 17-year-old inside the vehicle. Authorities said they found alcoholic beverages stolen from the Wawa and a food tray stolen from Buffalo Wild Wings. During a vehicle search, deputies said they also found opened alcoholic drinks, knives, medical supplies and a notebook.

Investigators said the notebook belonged to Conely and described two detailed plots against the juvenile’s family. Court documents say the two suspects had exchanged messages since April about killing the 17-year-old’s parents inside their home.

The documents say the suspects discussed where to park, how to avoid cameras and what weapons to use. Investigators said one plan included killing one parent and framing the other. Officials said the juvenile wanted both parents killed. Authorities have not said what led to the alleged plan.

Deputies later searched the juvenile’s room and reported finding BB guns, edged weapons and archery equipment. Investigators said those items were tied to weapons described in the alleged plot. No attack took place, and no injuries were reported.

Conely faces two counts of conspiracy to commit murder, two counts of felony threats in writing and several other charges tied to the crash, alcohol, stolen items and alleged drug possession. He was held without bond at the Rappahannock Regional Jail.

The juvenile faces two counts of conspiracy to commit murder and one count of felony threats in writing. He was held at the Rappahannock Regional Juvenile Detention Center. The sheriff’s office said the case remains active and ongoing.

Conely’s bond hearing was scheduled for Thursday morning. Prosecutors and investigators are expected to rely on the notebook, text messages and seized weapons as the case moves forward.
