Murder Charge Filed Against Former Jailer as Family Seeks Justice for Inmate’s Brutal Death in Bexar County Jail

SAN ANTONIO — A tragic incident at the Bexar County Jail has resulted in murder charges against five individuals, including a former jailer, following the death of 46-year-old Francisco Bazan. The victim was reportedly attacked by a group of inmates after being allowed access to his cell by the jailer.

On April 28, Bazan was brutally assaulted, with evidence suggesting the former jailer, identified as 20-year-old Clemente Lopez, not only permitted the attack but also passively observed it. Court documents reveal that Lopez allegedly instructed the inmates to “don’t make it bad” during the assault.

Bazan’s family is demanding accountability and transparency, expressing their anguish and disbelief over the incident. Jessica Garcia, Bazan’s niece, shared that her uncle, who had battled substance abuse issues, was trying to get sober while imprisoned. The family had hoped that this time he would successfully rehabilitate, and now they are instead preparing for his funeral.

“He agreed to do a year so that way he can get clean again for his daughter and for his wife,” Garcia said, emphasizing their hopes for Bazan’s recovery.

Bazan was found unresponsive in his cell two days after the attack. The medical examiner later ruled his death a homicide caused by blunt force trauma sustained during the beating. Garcia reflected on the horror of how her uncle suffered in his final moments.

Following the incident, Sheriff Javier Salazar sought to dismiss Lopez immediately, only to discover that the jailer had already resigned. Salazar expressed his shock and disappointment, stating, “On that day that it happened, it caught a lot of us by surprise.”

In the wake of this tragedy, the Texas Rangers have taken over the investigation due to the involvement of a deputy. Salazar assured the family that his office would assist in determining the facts surrounding Bazan’s death and ensuring that those responsible are held accountable.

Garcia expressed concerns about potential systemic issues within the jail, pointing to Lopez’s alleged prior knowledge of illegal activities within the facility, including drug smuggling and other assaults. She condemned the apparent corruption, underscoring the need for significant reforms within the prison system.

“This is corrupt; they’re allowing drugs to be smuggled and this type of activity,” Garcia said, stressing the urgency for changes within jail management and hiring practices.

Her hope is that the tragedy of her uncle’s death will lead to meaningful changes that prevent future incidents. “I hope that my uncle’s death doesn’t go in vain and that they can learn from this and do better,” she stated.

Lopez is currently free on a $500,000 bond. The death of Bazan marks the fourth inmate fatality at Bexar County Jail this year, following 13 deaths in 2024 and 18 in 2023. The family and community await the outcomes of the ongoing investigations, hoping for justice and reform.
