Houston, Texas – A man is facing charges in connection with a vicious dog attack that took place on April 10, 2023, as revealed in court documents.
Cesar L. Mendoza, 59, is accused of owning a dog with a history of unprovoked attacks in public areas. This dog, known to be dangerous, was not properly secured when it attacked a pedestrian at the intersection of 3800 Corto Street. The victim, a regular walker in the neighborhood, was viciously attacked by two blue pit bulls.
Witnesses described how a bystander intervened by driving his truck towards the dogs to scare them off after seeing the attack. The injured woman was later found near 7106 Bleker Street. The dogs, which ran back to their owner’s property, had managed to escape their enclosure, leading to the incident.
The victim sustained severe injuries to her right arm and left leg above the ankle. She underwent several surgeries, including skin grafts and extensive stitching, during her two-week hospitalization at Memorial Hermann Hospital.
Investigators reported that the dogs dragged the victim for approximately 15 minutes before two men came to her rescue. BARC animal control officers examined the incident, confirming Mendoza’s ownership of the female dog involved in the attack and his admission to feeding a stray male dog that frequented his property.
Neighbors came forward to corroborate the victim’s account, detailing ongoing issues with Mendoza’s dogs escaping and causing disturbances in the community. One neighbor expressed fear for the safety of their family members, highlighting the dangers posed by the unrestrained animals.
This incident sheds light on the importance of responsible pet ownership and the risks associated with dangerous dogs. Mendoza, the dog owner, is currently not in custody.
