Pikesville, Maryland – A tragic cold case from over 40 years ago still haunts the community as investigators and a college program work tirelessly to seek justice for Joan Ann Charlton, a promising student whose life was cut short.
Joan Ann Charlton, a high school valedictorian who moved to the US from Jamaica, was the first in her family to attend college at Frostburg State University. In September 1983, as a freshman, she disappeared after attending a party and heading back to her dorm to do laundry. Her friends never saw her again, and her body was later found stabbed to death in a wooded area near the football field.
Despite limited leads and suspects, Maryland State Police have not given up on solving Charlton’s murder. An innovative program called the “Unsolved Case Project” at West Virginia University seeks to bring fresh perspectives to the case, allowing students to immerse themselves in the investigation process. Led by Tiffany Edwards, a teaching assistant professor, the project aims to provide students with real-world experience while aiding law enforcement.
Students involved in the program have visited the Frostburg campus, developed maps and family trees, and digitized case files to make future investigations easier. By involving young adults close to Charlton’s age, the program adds a different viewpoint to the investigation, potentially shedding new light on the case.
Sgt. Chris Taylor of the Maryland State Police expressed hope that the passage of time may lead to crucial information being revealed. He believes that human nature often compels people to eventually share what they know, giving investigators renewed hope for solving the cold case.
