Investigators say June 6 incident prompted removals and a state licensing review.
ROSENBERG, Texas — Fort Bend County prosecutors have charged Darryl Kaye Humphrey Jr., 44, with two counts of sexual performance by a child and one count of indecency with a child by contact after two teenagers reported a June assault inside the ADIEE Emergency Shelter on Avenue N, according to police and court filings.
The filing places a private, family-connected shelter under a spotlight as the state examines licensing and oversight. Authorities said the teens disclosed the incident to a caseworker, triggering an investigation that led to felony charges this fall. The Department of Family and Protective Services later removed four children from the home, and state health and human services officials launched a regulatory review. Humphrey is due in court in early December in Fort Bend County as the case enters pretrial stages.
Investigators say the alleged assaults occurred June 6. Court records identify the location as a residence used for emergency shelter care. Police said they took statements and gathered evidence consistent with the charging counts. Neighbors recalled seeing groups of youths outside in the months before the arrest. “There’s a lot of children out here,” resident Cassandra Hooks said, adding that families in the area were unsettled by police activity. A family acquaintance, Francheska Ketchum, told reporters she did not believe the accusations and praised Humphrey’s mentorship of young people.
Records and public pages connected Humphrey’s family to the shelter. State listings show his mother associated with the operation, while older posts on social media had identified Humphrey as a co-owner; relatives said this year he was not affiliated. Police said they have not determined his formal role at the shelter. In a separate case, Harris County records show Humphrey was arrested two months after the June incident on a prostitution-related charge. That case was later dismissed after he completed an eight-hour class and community service requirements.
Prosecutors could seek additional evidence as discovery begins. Defense counsel is expected to review interview transcripts, digital items referenced in the sexual-performance counts, and any forensic reports. The court will set deadlines for motions and announce whether future settings will be in person or by video. Regulators, meanwhile, will decide whether to suspend or modify the shelter’s license after reviewing DFPS findings and compliance history.
On Avenue N this weekend, the home tied to the shelter was quiet, with blinds closed and a car in the driveway. A few doors down, parents walked children toward a nearby crosswalk. “We just want to know what’s going on,” a neighbor said, declining to give a name. Ketchum, who said she has known the family for years, described Humphrey as a “big brother” figure who coached neighborhood kids and helped with rides to activities.
As of Monday, Humphrey remained out pending the December hearing in Fort Bend County. Authorities said the investigation is active, and officials will provide updates as court proceedings continue.
