Homicide Suspect Charged with Multiple Incidents, Including Dollar General Murder

RICHMOND, VA – The suspect in the Dec. 13 homicide of Kamarr Hall on Richmond Highway has been charged with multiple crimes, authorities said.

Mark Palmer, 60, of Richmond, faces charges of homicide and multiple counts of attempted robbery with a firearm and use of a firearm in the commission of a felony. Palmer was also charged with attempted robbery and use of a firearm in an attempted robbery of a business employee in the 5200 block of Hull Street Road on Dec. 11. He also faces charges related to a robbery and use of a firearm in the commission of a felony on Dec. 8 and Nov. 26.

Detectives have connected Palmer to multiple robbery and attempted robbery cases, as well as the homicide of Kamarr Hall at a Dollar General on Dec. 13. Hall, a 50-year-old employee, was found suffering from an apparent gunshot wound and later died at a local hospital.

Richmond Police Chief Rick Edwards praised the work of the detectives and expressed relief at having the suspect in custody. “All of us in the city of Richmond are safer because this suspect is in custody,” said Edwards. “I extend my profound appreciation to the teams of detectives who worked these cases and who successfully delivered this case, with coordination from the Office of the Commonwealth’s Attorney, to the grand jury.”

The community is reeling from the loss of Kamarr Hall, as his wife Shakisha Harris-Hall prepares for his funeral instead of a planned anniversary celebration. The tragic event has left a profound impact on the city of Richmond and the community at large.
