Bhubaneswar, India — Following a violent incident at a local bar during Valentine’s Day celebrations, the Excise Department announced a major overhaul of regulations affecting bars and pubs in the state capital. The recent crackdown aims to curb unruly behavior and reinforce security measures within the nightlife scene.

Excise Superintendent Debashish Patel revealed in a press briefing that the department plans to conduct detailed assessments of all establishments serving alcohol. “We are entering a decisive phase where regular inspections will be the norm,” he stated. “Bars that continue to operate beyond licensed hours, with excessive noise and unruly crowds, will face immediate consequences.”

The decisive action comes in response to an altercation at the OD 02 bar in Kharavel Nagar on February 14. Authorities received a tip-off about overcrowding at the venue shortly after 2 a.m. When they arrived, they discovered nearly 100 patrons inside the bar, which was supposed to be closed. Attempts to manage the situation escalated when bar employees and alleged bouncers clashed with law enforcement, resulting in an official complaint and the arrest of the bar manager, Avinash Sahu. The investigation is ongoing.

Patel emphasized the need to address the growing unrest associated with bar security personnel. “To enhance the safety of our patrons, we will only permit licensed security guards recognized under the PSERA guidelines,” he confirmed. He warned that unauthorized bouncers, particularly those with criminal backgrounds, would be barred from operating in any nightlife venues.

In light of these changes, the Excise and Police departments will collaborate on surprise inspections across the city’s nightlife hotspots. Earlier directives from law enforcement mandated that bars replace unvetted bouncers with verified security staff to ensure a safer environment for customers.

As nightlife faces stricter regulatory scrutiny, the Excise Department intends to send a clear message: unruly behavior and lax security measures will no longer be tolerated. With these new regulations in place, patrons can expect a more controlled and secure bar experience in the state’s capital.
