A 13-year-old boy faces charges after police said two suspects stole a Honda at rifle point.
WASHINGTON, D.C. — D.C. police are reviewing an officer-involved shooting after a stolen Honda pursuit tied to an armed carjacking ended near Oxon Run Trail early Wednesday, with a 13-year-old boy arrested minutes later.
The Metropolitan Police Department said the shooting review is being handled by its Internal Affairs Bureau Force Investigations Team. The U.S. Attorney’s Office also will review the evidence. Police said the officer fired after a suspect came from a tree line on Livingston Road SE and raised a rifle toward him. No one was reported injured. The case began less than an hour earlier with a carjacking in Northeast Washington.
Police said two suspects approached a driver outside in the 700 block of 19th Street NE at about 1:20 a.m. June 24. One suspect pointed a rifle and demanded the driver’s car keys, police said. The driver gave up the keys and escaped unharmed. The suspects left in the victim’s gray 2026 Honda Civic with a D.C. plate. The victim later told reporters the weapon appeared suddenly. “I see him pull a rifle out of his pants leg,” he said.
A citywide lookout led officers to the stolen car about 34 minutes later on Valley Avenue SE. Police said officers tried to make a traffic stop, but the Honda fled. The pursuit ended at 2nd and Xenia streets SE, where the suspects ran from the car into the woods along Oxon Run Trail. Officers formed a perimeter and began searching the area in the dark. Police said one officer was alone in a marked cruiser while checking the tree line along the 4000 block of Livingston Road SE.
At about 2:02 a.m., the officer saw one suspect come out from the trees, police said. The officer ordered the suspect to show his hands. Police said the suspect did not comply and raised a rifle toward the officer. The officer fired from inside the driver’s seat of the cruiser. The suspect ran back into the woods and was not found after a search. Police said there were no known injuries or property damage from the gunfire.
Police arrested a 13-year-old boy at about 2:13 a.m. near the place where the stolen Honda had stopped. The boy, from Southeast Washington, was charged with armed carjacking, reckless driving and fleeing from a law enforcement officer. Police did not identify him because of his age. The second suspect remained at large. Police had not released that suspect’s name or age.
The officer was placed on administrative leave, which police said is required by department policy after such shootings. MPD said body-worn camera footage will be handled under D.C. law. The department said the armed carjacking and the officer’s use of force are separate but linked investigations. Investigators were still reviewing the sequence from the carjacking, pursuit, foot chase and shooting.
The victim said he later identified someone for detectives and got his car back. “My poor baby was destroyed,” he said of the Honda. He said the suspects appeared to be children, a detail that stood out after the robbery. Police data posted in the report showed carjackings in D.C. were down 64% from the same time last year, though more than half of this year’s cases involved a weapon.
As of Friday, the 13-year-old remained the only announced arrest. Police said the second suspect and the broader armed carjacking case were still under investigation.
