Emergency officials reported that the explosion occurred shortly after a construction crew inadvertently struck an underground gas line during pavement widening and bike lane installation work on Lewelling Boulevard. Pacific Gas & Electric Co. (PG&E) confirmed it was notified around 7:35 a.m. about damage to the pipe, which led to an ongoing gas leak from various points, complicating their efforts to contain the situation.
