Windsor, Ontario, is set to undergo a significant excavation project in September, nearly three years after a devastating explosion shook the downtown core of Wheatley. The local council has recently granted approval to excavate part of the downtown area to investigate potential gas wells, following safety concerns raised by the community.
Chatham-Kent council’s unanimous decision on Monday marks a crucial step in addressing the aftermath of the explosion, with plans to excavate an entire block to ascertain the presence of gas wells emitting dangerous gases. The council also passed a bylaw to regulate excavations in hazardous areas within the municipality, including the upcoming excavation in the downtown region.
Preparatory work for the project will commence immediately, as Ryan Brown, the director of public works for Chatham-Kent, has confirmed. The excavation itself is scheduled for early September and expected to last several weeks. ELM 360 Environmental Consulting Ltd., an experienced Alberta-based company specializing in similar projects, will oversee the excavation as the project’s general contractor.
In the aftermath of the explosion in August 2021, which resulted in devastating consequences including building destruction, injuries, and displacements, it is imperative to address potential safety hazards promptly. The excavation aims to identify any additional abandoned gas wells that could pose risks to the community.
The excavation project comes with an estimated base cost of $2 million, which could escalate to approximately $6 million if hazardous gas is detected underground. Funding considerations from the provincial government will also play a significant role in managing potential additional costs stemming from the excavation operation.
Brown emphasized the importance of careful planning and expertise in navigating potential risks associated with the excavation. While uncertainties remain about the findings underground, the municipality is committed to working transparently with the public and prioritizing safety throughout the process.
